Harry Carmichael was the pseudonym of Leopold Horace Ognall (1908-1979), who also wrote under the name of Hartley Howard. He was born in Montreal and educated in Scotland. He married Cecilia Jacobsen in 1932.

The main series characters under the Harry Carmichael name are John Piper, an insurance assessor, and the crime reporter Quinn. As Hartley Howard, his series characters were Glenn Bowman and Philip Scott. His Hartley Howard works appear to be mainly spy thrillers.
